1.General Comment on the Whole Foundation Document This foundation document does not reflect many comments to the draft version of a new ICRP recommendation that was released last year. ICRP should issue answers in a concrete manner to many common comments such as concepts of "dose constraint" and "intervention". 2.Comment on Public Dose Constraint Adopting dose constraints as regulatory values will result in double regulations because dose limits are already adopted as regulatory values. The foundation document on optimisation does not have any expression that the dose constraints are adopted as regulatory values. Therefore, along with the document on optimisation, the values of constraint are expressly written to be a method for optimisation. If it is necessary to place keeping the values of constraint as regulation on the same level with the optimisation of protection, the reason should be expressly described. 3.Comment on the Monitoring of Radon, etc in Homes Concepts of intervention and practice should be clarified. Radon is dealt with intervention. However, in this foundation document, the objectives are not placed on the dose constraints but dose limits.
